Job Description

Technical Writer – IT / Business Analysis

State of South Carolina – Spartanburg County

Contract: 12 Months Possible Extension Fully Onsite

About the Role

We are seeking an experienced Technical Writer to support the State of South Carolina and Spartanburg County Information Technologies on a major
Cybersecurity Program and Documentation Recovery initiative.

This role will focus on creating, standardizing, organizing, and maintaining authoritative technical and operational documentation. You will work closely with Business Analysts, IT leadership, and technical subject-matter experts to transform complex technical knowledge into clear, accurate, consistent, and maintainable documentation.

The documentation produced will support cybersecurity, IT operations, incident response, disaster recovery, business continuity, knowledge transfer, and long-term operational resilience.

Key Responsibilities


- Develop and maintain professional technical documentation using standardized templates and documentation standards.
- Create SOPs, runbooks, operational procedures, system documentation, application documentation, infrastructure documentation, support procedures, and knowledge-base articles.
- Develop and maintain incident response, disaster recovery, business continuity, restoration, and recovery documentation.
- Translate complex technical information and SME interviews into clear, accurate, and usable documentation.
- Create and refine technical diagrams, workflows, process maps, and supporting visuals using Microsoft Visio.
- Use Microsoft 365, including Word, Excel, PowerPoint, Teams, and SharePoint, extensively.
- Apply consistent terminology, formatting, version control, metadata, document ownership, review dates, and change history.
- Collaborate with Business Analysts to convert discovery findings, requirements, inventories, and process maps into finalized documentation.
- Conduct documentation reviews with technical SMEs, reconcile feedback, verify technical accuracy, and prepare documents for approval and publication.
- Help establish reusable templates, style standards, naming conventions, repository structures, and documentation lifecycle practices.
- Manage multiple documentation deliverables and review cycles while maintaining quality and consistency.


Required Qualifications


- Bachelor's degree in Technical Communication, English, Information Technology, Information Systems, or a related field, or equivalent relevant professional experience.
- 5+ years of technical-writing experience producing professional documentation for complex IT or technology environments.
- Advanced proficiency with Microsoft 365, particularly Word and SharePoint, as well as Excel, PowerPoint, Teams, and related collaboration tools.
- Strong proficiency with Microsoft Visio for technical diagrams, workflows, process maps, and supporting visuals.
- Demonstrated experience creating SOPs, runbooks, system documentation, operational procedures, knowledge articles, or comparable technical deliverables.
- Strong editing, information architecture, document organization, formatting, and quality-control skills.
- Ability to work directly with technical SMEs across infrastructure, applications, service delivery, cybersecurity, or related IT disciplines.
- Excellent written, verbal, organizational, and analytical skills.


Preferred Qualifications


- CPTC, ITIL Foundation, or comparable technical-writing/IT certification.
- Experience documenting cybersecurity, infrastructure, incident response, disaster recovery, business continuity, or IT service-management environments.
- Experience with documentation recovery, knowledge management, or large-scale documentation-standardization initiatives.
- Experience designing or administering SharePoint-based documentation libraries, templates, metadata, and lifecycle practices.
- Familiarity with ITIL, NIST, CIS, or other recognized IT/security frameworks.
- Experience working in government or another highly regulated environment.


Project

This is a new contract role supporting Spartanburg County's Cybersecurity Program and Documentation Recovery initiative. The project is designed to address documentation gaps, reduce reliance on institutional knowledge, improve operational resilience, and establish repeatable and maintainable documentation practices.

You will have the opportunity to work directly with IT leaders and subject-matter experts and contribute to documentation that materially improves the County's ability to support employees and citizens.

Interview Process

Resume and portfolio review followed by one panel interview with IT leadership and key subject-matter experts.

Candidates should be prepared to provide 2–3 sanitized examples of prior technical documentation, preferably including SOPs, runbooks, technical/process documentation, recovery documentation, diagrams, or comparable work.

- Location: Spartanburg County, South Carolina
- Light travel to County offices and facilities may be required.
- Candidates must be SC residents or willing to commute/relocate to South Carolina at their own expense prior to starting.
