Program Description

The Frederick National Laboratory (FNL) is operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

As part of the FNL, Enterprise IT (EIT) supports the scientific mission by providing robust IT infrastructure and systems. This enables cutting-edge research while ensuring operational requirements are met. Our infrastructure team serves FNL and NCI laboratories across the Fort Detrick campus, the Advanced Technical Research Facility (ATRF), and other buildings in the Frederick area. We deliver data connectivity, enterprise storage, and computing resources—including HPC/GPU clusters—to facilitate scientific workflows.

The Enterprise Solutions team offers end-to-end solutions for the FNL community, supporting both laboratory and business operations. As the operational backbone, our team delivers and maintains applications and integrations spanning ERP, facilities maintenance, environmental health and safety, and human resources.

About The Role

We are seeking an Enterprise Architect to provide strategic technical leadership within our Enterprise IT organization. This role is responsible for defining, maintaining, and advancing the organization's Enterprise Architecture (EA), ensuring that technology investments are aligned with both scientific research and business objectives.

In this role, you will collaborate closely with Solution Architects, the SAFe Release Train Engineer (RTE), EIT Management, Technical Leads, Product Owners, and infrastructure teams. Together, you will establish architectural direction across enterprise applications, infrastructure, cloud, cybersecurity, data, and integration platforms.

This is a technical leadership position with broad influence over enterprise strategy, technology standards, governance, and the future direction of the Laboratory's IT portfolio.

Key Responsibilities

• Lead the development, maintenance, and ongoing enhancement of the Enterprise Architecture program, ensuring that investments support both scientific and operational priorities.
• Work closely with scientific program leads and architects at FNL to continuously align Enterprise IT direction and initiatives with emerging research priorities and technological advancements.
• Define and maintain Enterprise Architecture principles, standards, governance processes, and architectural artifacts that support strategic planning and technology decision-making.
• Develop and maintain current-state ("As-Is") and future-state ("To-Be") enterprise architectures across business, application, data, technology, infrastructure, and security domains.
• Maintain a comprehensive portfolio inventory including enterprise capabilities, enterprise applications, integrations, data flows, technology platforms, infrastructure components, and lifecycle status.
• Own and continuously refine the enterprise technology roadmap, identifying modernization opportunities, technology risks, consolidation initiatives, and strategic investments over a 3–5-year planning horizon.
• Partner with executive leadership, RTE/Product Owners, scientific stakeholders, and operational leadership to prioritize enterprise initiatives and translate organizational goals into actionable technology strategies.
• Identify architectural gaps, technical debt, and modernization opportunities while recommending phased implementation strategies.
• Lead enterprise architecture reviews for new initiatives, ensuring proposed solutions align with organizational standards, future-state architecture, cybersecurity requirements, and strategic objectives.
• Serve as the Enterprise Architecture representative within IT Governance, business needs reviews, and solution design sessions.
• Collaborate with Infrastructure, Information Security, and Application
• Development teams to promote common enterprise platforms, reusable services, and standardized technology solutions.
• Advise and support strategic initiatives to include cloud adoption, hybrid architecture strategies, infrastructure modernization, and emerging technology evaluations.
• Maintain enterprise capability maps, business architecture models, and technology standards to support investment planning and portfolio management.
• Partner with the Project Management Office (PMO) to periodically review project portfolios and ensure initiatives remain aligned with enterprise strategy.
• Research emerging technologies, industry trends, and best practices to identify innovations that improve operational effectiveness and scientific computing capabilities.
• Communicate enterprise architecture strategy through executive briefings, architectural documentation, governance forums, and organizational communications.

Basic Qualifications

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

• Master's degree in Computer Science, Engineering, Information Systems, or a related technical discipline from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree.
• In addition to the education requirement, a minimum of five (5) years of experience designing, developing, integrating, and deploying enterprise technology solutions within complex IT environments.
• Demonstrated experience developing and implementing Enterprise Architecture programs using recognized frameworks such as TOGAF or equivalent methodologies.
• Experience creating enterprise technology roadmaps, architectural standards, governance processes, and modernization strategies.
• Strong understanding of enterprise applications, cloud architecture, infrastructure, networking, virtualization, storage, data platforms, and systems integration.
• Working knowledge of cybersecurity principles, risk management, and compliance frameworks including NIST 800-53 and related federal security standards.
• Experience with business process analysis, requirements management, and enterprise solution design across multiple technology domains.
• Experience supporting Agile software development environments; familiarity with Scaled Agile Framework (SAFe) principles.
• Excellent written, verbal, and presentation skills with demonstrated ability to communicate technical concepts to executive leadership, technical teams, and business stakeholders.
• Demonstrated analytical and strategic thinking skills with the ability to balance immediate operational needs against long-term enterprise objectives.
• Ability to obtain and maintain a security clearance.

Preferred Qualifications

Candidates with these desired skills will be given preferential consideration:

• Experience working within a Scaled Agile Framework (SAFe) environment or Agile Release Train.
• Experience supporting research, scientific computing, laboratory, or federally funded research environments.
• Experience developing enterprise data architectures, data integration strategies, or data governance programs.
• Experience with hybrid and cloud-native architectures across Azure or other enterprise cloud platforms.
• Familiarity with enterprise infrastructure technologies including HPC clusters, GPU-enabled computing, enterprise storage platforms, networking, and virtualization.
• Experience supporting enterprise business systems such as ERP, Finance, HR, Asset Management, Laboratory Information Management Systems (LIMS), or similar COTS platforms.
• Experience with AI/ML infrastructure, modern data platforms, or advanced research computing environments.
• Experience with enterprise applications such as Deltek, OnBase, IBM Maximo, or comparable enterprise solutions.
• TOGAF certification or other Enterprise Architecture certifications.
• Security certifications such as CISSP or equivalent.
